WebP is Google's web image format — 25–35% smaller than JPG at the same quality, so most big sites serve it to speed up pages. Browsers handle it fine; the trouble starts when the file leaves the browser. Right-click → save on many sites hands you a .webp that older versions of Photoshop, Microsoft Office, photo frames, printers and countless upload forms simply refuse.
PNG is a still format, so an animated WebP converts to its first frame only. That's what you want for a thumbnail or a still copy.
